Culmen is seeking a Deputy Program Manager to support our Department of Energy Program in the National Nuclear Security Administration's Office of Global Material Security (GMS) (NA-21) located in Washington DC, this is a hybrid role with three days onsite.

Roles & Responsibilities
    Supervise staff, including managing a multidisciplinary team, and monitor portfolio progress
  • Demonstrate strong leadership by effectively resolving personnel issues and barriers for employees
  • Manage program to cost and schedule and overall revenue/profit goals
  • Ensure timely and compliant submission of staff expense reports
  • Approve expense reports and invoices
  • Work with Order Manager on monthly reports and staffing planning
  • Recruit, retain, and replace staff
  • Support the development and maintenance of project work plans, portfolio strategies, and remain aware of milestones, funding requirements, and implementation challenges
  • Attend regular and ad hoc coordination meetings to provide input on project status, performance tracking, and policy or technical issues
  • Support the development of programmatic policy and technical analysis on radiological security issues and topics
  • Respond to quick turn requests for information related to projects within assigned portfolio
  • Participate in meetings and collaboration activities with domestic and international organizations and associations on radiological security
  • Support and interact with other GMS program staff, DOE national laboratories, other federal agencies, and different offices within DOE to participate in project specific calls and interagency meetings.
  • Identify and assess employees' training needs, and mentor them for professional development
  • Develop corrective actions and performance improvement plans as needed
  • Conduct annual reviews of employee performance
  • Oversee contract administration
Basic Qualifications
  • US Citizen
  • DOE Q Clearance or eligibility to receive a DOE Q Clearance
  • 10-15 years of management and leadership experience
  • Experience in DOE/NNSA enterprise
  • Master's degree in international affairs, business administration, public administration, public policy, management, or another related area
  • Ability to synthesize information and write concise summaries and reports
  • Outstanding oral communication and presentation development skills
  • Willingness to take initiative, accept ownership of job responsibilities, and make appropriate decisions
  • Ability to work well under pressure, prioritize, and respond effectively to short deadlines
  • Experience in supporting and interfacing with customers
  • Experience evaluating complex projects and organizing project documents
  • Ability to operate efficiently in Excel, Word, PowerPoint, Outlook, MS Teams, and database systems
  • Ability to quickly learn the customer's business operations and maintain a current understanding of ongoing and planned changes or impacts to the business operations
  • Demonstrated experience managing a multidisciplinary team
  • Must be able to pass a drug test and background check consistent with the ability to hold a DOE Q Clearance
