SI's Domestic Consulting Services (DCS) division supports federal clients to execute the evidence requirements of the Evidence-Based Policy Making Act of 2019 with a variety of evidence-building and evidence-use initiatives. DCS is committed to bringing evidence to bear in decision-making to projects through a data-driven lens, delivering insights necessary to assess policy, improve programs, and understand the customer experience.

Overview:

Social Impact is new to the domestic space and seeks candidates who have deep knowledge of key federal agencies to lead strategy for proposals. Current agencies of interest include Department of Energy (DOE), Department of Homeland Security (DHS), specifically Customs and Border Patrol (CBP) and Federal Emergency Management Agency (FEMA), Department of Labor (DOL), and Department of Defense (DOD) including Defense Security Cooperation (DSCA) and other agencies. We are looking for candidates who can:

  • Provide insights into agency programming and operations.
  • Demonstrate an understanding of how the agency and component use data in decision-making processes and any important initiatives or preferred approaches.
  • Share knowledge of procurement decision-making considerations and priorities for technical and cost volumes.

Position Description:

The Technical Lead will be responsible for leading the strategy and coordination for proposals. This includes strategic approach for technical and cost, setting win themes and identifying significant strengths, guiding writers and at times writing sections where necessary and leading teaming and staffing decisions

Responsibilities:

  • Lead capture including: client consultation, literature reviews, teaming and recruiting.
  • Provide strategy for the technical draft including establishing win themes, drafting proposal outline, giving guidance to writers, writing context
  • and approach sections, and providing other writing as necessary to ensure continuity and proposal requirements are addressed throughout.
  • Participate in recruitment - Draft organization chart, support outreach to networks, interviews and decision making.
  • Support cost volume: provide LOE tables in line with technical solutions and consult on cost strategy.

Expected Deliverables:

  • Capture notes
  • Successful submission of final Technical and Cost proposals

Qualifications:

  • Understanding of performance measurement and evaluation, experience in designing, implementing, managing and/or evaluating federally funded programs for target agencies preferred.
  • Understanding of how key agencies are applying the 2019 Evidence Act.
  • Experience working with one of our target agencies listed above, either as agency staff or as a contractor.
  • Five years of experience with business development. Track record of tech leading and winning high value bids.
  • Ability to coordinate multiple stakeholders and multitask while staying organized on tight proposal timelines.
  • Knowledge of competitive landscape and network with one or more federal agencies preferred.
  • Strong writing skills are required.
  • A Master's degree in a related field preferred.
