Background
We seek a consultant under the Data for Decisions in Nutrition (DataDENT), an initiative funded by the Bill & Melinda Gates Foundation that aims to build strong nutrition data value chains to support multisectoral policy and program decision making within and across low- and middle-income countries (LMIC). This is led by three core partners: Results for Development (R4D) Johns Hopkins Bloomberg School of Public Health (JHU), and the International Food Policy Research Institute (IFPRI). In Ethiopia, project administration is overseen by R4D while technical oversight for this assignment will be by JHU.
In Ethiopia, DataDENT is conducting a multisector Food and Nutrition data and policy assessment to understand whether and how data is used to inform nutrition-related decisions across multisectoral nutrition policies and programs. Findings will be used to inform strategic planning around strengthening multisectoral nutrition data systems. The review will include key policy and strategy documents from relevant sectors involved in multisectoral nutrition implementation. This review will aim to identify:
* the key institutional stakeholders by sector and their food and nutrition policy and implementation priorities.
* how existing data were used to inform policy/ strategy development across sectors.
* details related to what data are identified within the document and associated M&E frameworks for monitoring progress within and across sectors and administrative levels.
* how available data match with priorities / actions specified in the documents.
* priorities and actions related to strengthening nutrition data and information systems specified in the documents.
Activities and Objectives
  • DataDENT seeks a consultant to carry out the policy review using methods and tools provided by JHU. The consultant will be engaged in detailed line by line reading of each policy document, coding of relevant themes and extraction of key information into summary templates.
  • The consultant will lead the detailed review of multisectoral nutrition polices and related documents for up to a maximum of 30 days, between April - June, 2024. Specifically, the consultant will work on the following.
  • Document selection: Support DataDENT team with document identification, acquisition and selection. (NOTE: work is already ongoing by DataDENT team)
  • Template and codebook refinement: Recommend modification/additions to templates and codebook to support the review and thematic analysis of key policy documents.
  • Detailed review and coding of policy documents. Read each selected policy document line by line, code content relevant to policy review objectives and extract / summarize in template.
  • Interpretation and synthesis: support the DataDENT team in interpretation of findings from the policy document review, synthesizing information across documents to provide a comprehensive understanding of how key nutrition data issues are reflected in multisectoral food and nutrition policy documents in Ethiopia. Each policy document will take approximately 10 hours for thorough analysis; up to 24 documents will be analyzed.

Deliverables: The consultant shall deliver the following:
  • Completed summary extraction template for each document.
  • Updated code book with detailed key themes for analysis.
  • Digital copies of all reviewed policy documents.
  • Notes and meeting presentation highlighting key findings and insights across documents.
  • Any additional documentation or reports deemed necessary for clarity.

Payment terms
  • The consultant will be paid a daily rate to be negotiated based on his/her skills and experience, up to 30 days. Payment will be based on invoices reflecting time worked and tasks supported and will be paid monthly.

Management and Coordination Mechanism
  • Johns Hopkins University will be responsible for the coordination of the work and for the quality assurance of the work being delivered by the Consultant.
  • The Consultant will work under the direct supervision of the Ethiopia technical advisor at Johns Hopkins University and the DataDENT Senior Program Officer at R4D.
  • The Consultant will engage with other staff at the R4D Ethiopia office in Addis Ababa, as required to complete contract requirements.
Qualifications
  • The Consultant should have the following profile:
  • Degree or training in field related to food and nutrition policy, public health nutrition, health promotion. (Masters preferred)
  • Sound understanding of multisectoral nutrition programming and policy landscape in Ethiopia.
  • Qualitative Coding Proficiency: Experience or demonstrated capacity to effectively conduct qualitative coding using qualitative software for data interpretation and analysis. (e.g. dedoose)
  • Ability to think critically and analytically to draw sound conclusions based on evidence and qualitative data analysis.
  • Excellent written communication skills,
  • Fluency in written and spoken English is mandatory. Reading comprehension of Amharic is preferred.
  • The Consultant is required to have the right to work for their preferred location. Position is fully remote.

Special knowledge, skills and abilities:
  • Must be highly organized and detailed oriented.
  • Must be able to work independently to complete tasks, take initiative to provide suggestions and ask questions about the process and work with others to problem solve.
