Job Description

ARES is seeking an experienced Project Manager to provide remote project management support to develop, codify, normalize and manage processes for projects and risks in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency's enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA's Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing NASA TV segments, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world.

Assist with performing database analytics and maintaining Digital Solution Portfolio which is part of the Agency Roadmap Manager (ARM) is three (3) areas:

  • Perform analytics to identify where OCIO orgs could leverage Agency Roadmap Management (ARM) in the areas of digital transformation (DT).
  • Perform analytics to identify areas within the Digital Solutions Portfolio that are planned where Orgs could combine forces, collaborate, and achieve solutions and save resources.
  • Perform analytics to identify where planned & existing Organization digital transformation may be ripe for a future OCIO (or Agency) Enterprise solution.
  • Assist in developing a continuous improvement process to evolve Digital Transformation's Digital Solution Portfolio which is part of the Agency Roadmap Manager (ARM)

Cross Agency Survey

  • Perform logistics and analytics to help DT and the Agency better understand "Are we digitally transforming NASA?
  • Create a continuation of the Federal Partnership For Public Service Federal Data & Digital Maturing Index (FDDMI ) survey.
  • Assist in developing a continuous improvement process and annual cadence to evolve DT's Cross Agency Survey.

Performance Measurement (performance management)

  • Analyze and provide support to assist in measuring how we NASA are achieving our Transformation using Objectives and Key Results (OKRs) and Key Performance Indicators (KPIs).

Assist with developing and maintaining DT's performance management and processes, including cascading performance goal setting, measurement, risk analysis, evaluation, trending, and reporting.

  • Assist with performance management implementation and submission of DT's Objectives and Key Results (OKRs), Key Performance Indicators (KPIs), Balanced Scorecard, flow frameworks, and other best practices.
  • Assist in establishing, assessing, reviewing, and maintaining cascading performance management metrics to measure and evaluate progress towards NASA's IT Strategic Plan, and support internal and external performance reporting.
  • Develop and present performance reports for the DT front office, and OCIO as required.
  • Ensure best practices are considered and policy/processes are understood and followed.
  • Assist in developing requirements for the performance management capability aligned with the OCIO Program/Project Management (PPM) / IT Service Management (ITSM) toolset.
  • Develop and maintain performance management-related templates and manage performance-related artifacts in compliance with OCIO policy and processes.
  • Assist in developing a continuing improvement process to evolve DT's performance management.

This position will be responsible for providing the following deliverables:

  • Providing Performance Management Objectives and Key Results for Digital Transformation.
  • Create Training package of overall Program and Project Management as it applies to Digital Transformation.
  • Create, track and report on Risks for Digital Transformation.
  • Document requirements to feed Enterprise solution tools.

Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.

Minimum Requirements:

  • 5+ years of project management experience
  • 3-5 years of performance management spanning business/mission (outcomes/impacts), tactical (project planning/execution), and operational (service/product delivery)
  • Project Management Professional (PMP) certification
  • Experience with Objectives and Key Results (OKRs) and/or Balanced Scorecard, and ideally both practices
  • Experience using tools to visualize performance
  • Experience in creating and maintaining Integrated master schedules and applying earned value management techniques (desired, not required)

Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Lync, Teams, OneNote, One Drive), SharePoint, and Box.

Preferred Qualifications:

  • Proficient in Microsoft Excel, PowerPoint
  • Strategy Management (desired, not required)
  • ITIL Certification (desired, not required)
  • Microsoft SharePoint (desired, not required)
  • Microsoft Project (desired, not required)

Education and Relevant Work Experience:

Minimum education - BA/BS in Project Management, Communications, Business Administration, or an IT related discipline

Minimum experience - 5 years
